The problem with using new laws to prevent future terrorism/mass murder is that you are reactive in passing the new laws/security measures. They will come up with a new method that bypasses that previous measure of security, and the cycle will keep progressing, if unchecked, into a situation where you are choking under tyranny and terror all the time.

Well the world isn’t going to get a lot safer in general...because the reward for killing people is a lifetime of care taking. What did this shooter stand to loose? Nothing at all...
