Yes. He apparently had a sandwich at a Subway that I believe was in a Wal-Mart. As he was walking down the street a cop spotted him and, at first, just thought he was a teen walking down the street minding his own business but he just decided to check him out anyway.

And the rest is history.

If this is true, this really could have ended up with a big manhunt.

The cop targeted the suspect on the street because he matched the shooter description. It was not a happenstance contact.
