My dad commented years ago on what it took in the late 1930s to institutionalize a relative (rural Alabama). You basically wrote a letter to the county judge...found two witnesses to swear in front of the judge, and then the judge would send a crew out to pick up the guy or gal. There would be an interview with the individual and then they’d be packed off to a state facility.
All of that ended in the 1960s because of the shame of the condition of state facilities (throughout the US).
I would take a guess that throughout the entire US...you could be talking about half-a-million folks who need to be institutionalized. The odds of this being understood by the general public? Zero.
Entirely preventable desaster if mental hospital we’re still open in Florida.
This man belonged there and everyone knew it.
This story is about the incompents or legal incapacity of flordia schools and law enforcement.
The florda leglator needs to examine this case and see that people like this get confined to mental hospitals

In Texas 3 or more calls to the LEO’S from a Business that
serves Alcohol will at MINIMUM get Your Ass shut down and a visit from several Entities at least.
I’m with you 100% It’s the ignoring of all the signs and actual warnings which makes this shooting so infuriating. My sorrow for the parents is almost matched by my anger at everyone who knew and did nothing...followed closely by my disgust for those who try to excuse his behavior because he lost his mother or is an orphan. With standards like that we would all be mass shooters.
