I always figured the the Lewinsky issue saved his presidency. It was a distraction from the TREASONOUS Chinagate scandal.

But I guess selling the Loral guidance control system for campaign donations was better than having an evil Republican elected. /s

Hmmmm Perhaps that is why Hillary was so obsessed with winning this time. She could use her influence to prevent this from coming out and could even state that this information would be detrimental to her presidency and therefore to the country.

President can authorize its assertion. Most legal scholars
agree it can not be delegated to subordinates.
The President, while in Africa, publicly denied knowing
anything about the assertions. If that is true, his staff
invoked the privilege without his authorization which would be
unconstitutional and could be viewed as an abuse of power
intended to obstruct the investigation.
