I have to tell you that my guess - and it's just an alternative theory - is that Priestap was not involved in this operation. Even though he is nominally head of CI at the FBI, nothing prevents Comey from creating a special access program and reading in others under Priestap, e.g. Strzok, without reading in Priestap.

That is consistent with Comey trying to throw him under the bus AND the fact that Priestap is still, at least nominally, in his position.

IOWs he is not singing. He is doing his job now that he is clued into what was going on.

That is consistent with how SAPs work.
