By the way, the Chesapeake Save the Bay project, about saving the Bay through watershed management, has caused just crazy results in rural PA. They've been working hard from the head of the water on down to make sure that all the stream-banks are fenced and planted with trees (to return the streams to what they think were PreColumbian conditions), have identified the primary pollutants currently as dirt as heat. We are spending a fortune trying to make all effluent into drinking quality water. They don't believe there should be any sign of human habitation in anything government manages. They've gone nuts!
The latest building codes in PA don't allow ANY rain runoff - it all must be handled on site, no matter the size of the project. Why? Because rain water can run through things that take contaminants into the storm sewers for the roads...
