Idiotic Senate “rules” or “understandings” will be the death of us. This is just another example of a filibuster and, like it, extra-constitutional.
I have seen no evidence that filibusters were approved of by the writers of the Constitution. They definitely violate the charge of advice and consent given the Senate in the Constitution.
