...students who are in the country without legal permission... Well, can't they get a note from their parents saying that they are in this country legally? How old is this writer? Eight? Nine?
"Permission" is not something you need to become a U.S. CITIZEN! Meathead!

Each year, California invites students who are in the country without legal permission to apply for the same financial aid packages available to others. "Available to others"? Only in a twisted sense. A person in California legally from New Mexico has no such opportunities, while a person in California illegally from Mexico has access to those financial aid packages. The idea that foreign criminals should be preferred over Americans who follow the law would only occur to a democrat.
