Get rid of the employee unions. There are civil services protections for government employees already in place. The unions turn employees into adversaries of the people rather than servants of the people.

The government unions are a huge part of the problem.

When you cannot fire an employee, the only way to get rid of a truly awful employee is to promote them. This happens a lot. And eventually you have lunatics at the top of the food chain. They basically rise up the chain BECAUSE they are incompetent. It defies logic but it happens more often than many might think.

At the Air Force Base where I worked as a civilian employee it seems that the sorriest employees complained the most to the union. The dependable employees just did their jobs. Thanks to the union and the sorry employees, we were tarred with the same brush they tarred themselves with. Civil service may be more properly termed Snivel Service or Drivel Service.
