There were reports earlier this week that they did exactly that, hoping the White House would redact stuff before an OK to release. Then the Dems could claim that Trump is hiding incriminating information and therefore GUILTY GUILTY GUILTY!! Trump did the right thing sending it back to them to redact and rewrite it themselves and limit it to unclassified information.
By the way, as someone who has worked on and run many projects at the highest classification levels, I can't believe that we even entrust these proven Dem liars with any classified information.

That would be interesting concept. Make it un-releaseable, and then you have the talking point that Big Bad Trump won’t let the country see it.

If POTUS doesn’t release, “he’s acting in a partisan manner to protect himself from the Mueller probe.”
