Yep, true. Putin also closed military bases in Cuba and Vietnam at the time. Immediately followed by Bush withdrawing from the nuke treaty and announcing missile defence in Poland and overthrowed pro-Russian administrations in Georgia and Ukraine. Not to mention a couple of infamous terrorist acts including Beslan massacre by groups backed by Washington-based Chechnya-friendship group.

Poor Putin was nearly impeached over Bush collusion at the time.
