What specific loopholes? How did they become part of our laws?
Minors with parent/family here cannot be turned away because of gang affiliation, there has to be criminal convictions or something else for them to be turned away. No idea why that is the case, but even those that are known to be gang members by their own country are allowed to cross the border because of family ties.
