It was a fake story from the start.
The Clinton campaign’s dirty tricks people, Cody Shearer (whose father was a founder of the 1960’s communist group, Students for a Democratic Society) and Sid (Vicious) Blumenthal made up a negative smear, tailored to serve the campaign’s needs (alienate women from Trump, suppress Trump base voters, etc.).
Steele was just paid to be what spies call a “cutout” - just a false front, to make it look like the story was coming from a credible source, and hide that it actually came from Clinton’s campaign. This is a typical sort of intelligence disinformation operation.
Top level officials in the FBI and DOJ knowingly abused their offices and participated in this fraud, to criminally destroy a political opponent. If the FISA judge who issued the warrant to spy based on this fraud, does not take action to punish those officials, then that judge was likely also a knowing participant.
