One of the Defense Department's largest agencies confirmed Monday that it could not account for more than $800 million that had been earmarked for various construction projects....
The results of the audit for the 2016 fiscal year were first reported by Politico. The firm Ernst & Young found that the DLA had erroneously accounted for $465 million worth of projects it financed for the Army Corps of Engineers and other agencies. The audit found that the DLA had little or no documentation for another $384 million in spending projects....

I am very familiar with how the financial statements for the Department of Defense are prepared, including the financial statements for DLA. They are sloppy in the way they record things (combination of bad software and accounting procedures that haven't changed since WWII), but there is no missing money in this (that isn't to say there isn't any missing money, but this is not it if there is any). DLA gets money for construction projects, then gives it to the Corps of Engineers to actually oversee the construction. The information on what has been completed and which funds go to which project sometimes (often?) do not get put on the DLA books correctly. This is not the same as waste, fraud and abuse.
By the way, if you read the original article, the point of this is that Politico is arguing that the Defense Budget shouldn’t be increased. Like there is no waste in the social programs.
Most likely, it all ended up in the Clinton foundation or something very similar.
What about Obama’s stimulus money and “shovel ready” projects - Obama’s infrastructure promises. The money was spent but apparently not on infrastructure.
Sounds like a massive audit is needed. Right after they finish the massive audit of Obama’s crooked TARP program that was supposed to fix all the roads and bridges!

A spokesperson for the Defense Logistics Agency (DLA) told Fox
News an internal audit found “shortcomings in documentation”
related to the projects. The spokesperson added that despite
the lack of a paper trail, “there was no loss of accountability
of real property or associated funding.”
Translation: "No one stole the land or the money used to buy the land". The clear conclusion being that if it had to do with movable property, the answer would be different.
No accountability.
“Move along citizen. Nothing to see here.”
Many of the parking lots were repaved after the 2010 flood that destroyed the entire east side of the Base when the Levy broke. 4-5 feet of water flooded the Town and the base.
“As an accountant it always annoys me when people see headlines like this and just assume the money was stolen.”
