The biggest of all BIGGER story aspects to the HPSCI Memo, in all coverage, has been overlooked by all Main Stream Media. The Department of Justice FBI FISA request was for “Title I” surveillance authority. This is not some innocuous request for metadata exploration – the FBI said American citizen Carter Page was a “foreign agent of a hostile foreign government”; the FBI was calling Carter Page a spy.

“Title I” FISA surveillance of U.S. citizens is the most intrusive, exhaustive and far reaching type of search, seizure and surveillance authority, permitting the FBI to look at every scintilla of Mr. Page’s life. All communication, travel and contact can be opened and reviewed. All aspects of any of Mr. Page’s engagements are subject to being secretly monitored. This is an entirely different level of surveillance authority, the highest possible, and has nothing to do with FISA-702 search queries (Title VII) of U.S. persons.

To present a methaphor, under Title I FISA authority, Carter Page was essentially ‘patient zero’ in an Ebola pandemic. Labeling him as a foreign agent allowed the FBI to look at every single person he came in contact with; and every single aspect of their lives and their activities in growing and concentric circles; without limits to current time or historic review.

The “Title I” designation as a foreign agent applied retroactively to any action taken by Mr. Page, and auto-generates an exponential list of other people he came in contact with. Each of those people, groups or organizations could now have their communication reviewed, unmasked and analyzed by the DOJ/FBI with the same surveillance authority granted upon the target, Mr. Page.

There is a class of persons associated or coming in contact with Mr. Page that can now file a class action suit, with discovery, against the FISA court, the FBI, any other intelligence units and the agencies and staff persons authorizing improper application with damages and punitive damages requested.

Namely everyone in the Trump admin and campaign. I think a million each and triple punitive damages

This is the earth shattering information Nunes and others talked about. It would have been great, if this information had been explained to the American people when the memo was released. This makes it a hundred times worse than what it looked like on the surface.

I started speculating late last week that Carter page was a FBI or deep state asset insinuated into the Trump campaign. From what I recollect during the campaign Carter Page was not welcome and quickly disavowed and scoffed at. However my memory is faint of it all. Papadopoulos is another perhaps and may still be an FBI deep state asset. Weren’t both of these individuals volunteers and didn’t Carter Page brag about being some big shot in the Trump campaign only to be rebuked by the campaign shortly thereafter?

Atkinson has this quote from the comprehensive “procedures” presentation to Congress in 2003:

“By signing and swearing to the declaration, the headquarters agent is attesting to knowledge of what is contained in the declaration.”

Nunes and/or Gowdy hopefully have reviewed the FISA applications, to see how much the phony Steele material was used to prove the need for wiretapping Page.

Next question is: Who are the “agents” and what is their punishment under these “procedures”?

Internal agency procedures are basically guidelines for the staff to follow. If they don't follow them, they usually say it was to extreme circumstances, it wouldn't be prudent in a particular case, or some other mitigating factor.

Punishment, at most, would be a warning letter or reprimand placed in their personnel file for a limited time. And that only if the division or department head really thought the procedure/process in that particular case was important.

There is no way Sessions would use this against Rosenstein who runs the Department for him while he can sleep. Ain't going to happen.

Sessions, Rosenstein, and Wray are in place to protect Obama’s work there. That is why they can flip off Trump and get away with it. However prudent, Trump is calculating that whatever schit that Mueller throws at him will be less painful, than the grief he’d get by fixing his appointment screw-ups.

Title I = "all bets are off" - Anyone even remotely connected with said person can be surveilled down to how many pennies are in their pocket.

From the article:
