I just assumed people were seeing the withholding change since January 1 (we’re retired, so we wouldn’t have noticed). Besides, take home pay isn’t the full tax story for some, but I don’t expect most to get that.

IRS guidance had not been available prior to February. My first February paycheck arrived today. The reduction in withholding comes to $288 bucks a month. Running my 2017 income through the revised and unrevised tax tables shows something like $312 bucks less Federal Tax in 2018 under the new tables.
