I read several articles that sounded like a way to countermand the false alarm was not part of the plan. Sounded as if there was no plan for that. So they came up with the idea for him to send out a tweet, but he didn’t have password...

The articles make it sound like they have been diligently working on their alert system to test sirens, and things like that. Seems like they need more work, to say the least.
