Sorry, dumbass, that's not the state of the Union report was "originally designed for". In fact, the President can provide it in writing if he so desires.
The Constitution doesn't say one thing about framing a debate, productive or otherwise:
Article II, Section 3. [The President] shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient...
I hope he makes it a short list. "I will restore the sanctity of the rule of law, the very bedrock,of our nation, this reaffirming we are a nation of laws and not men.
