I believe it should go further than that. Federal funding to STATES where there are sanctuary cities should be suspended to bring even more pressure to bear. If those states won't help bring rogue cities into line, then they don't need federal money either.

The solution is to ignore the judges injunctions and file three counter suits with injunctions to halt the injunctions.

Since sanctuary jurisdictions do not hold the prisoners, they have no need for the funds.
