all the DOCKET numbers have been redacted so they can't be cross referenced, or maybe that docket has more info than they're referring to

also look at the blacked out areas for "NUMBERS" and you can get an idea of their size from other numbers in the text

but on page 67, it says "approximately BLANK facilities were under task at any given time between December 1, 2016 and February 28, 2017"

the blanked out area is above "28,2017" MEANING, a number of at LEAST six figures!!!

no wonder it was blacked out...
