Only 1/4 of the Rs in the HOR voted to release the memo. Why isn’t it 100%? Or at least half of them?

According to staff at my representative office only one person can go in and read at a time. They must make an appointment or wait their turn. It’s taking some time. The Shutdown is giving them some extra time on campus so maybe it will be faster than expected.
