The Federalist 43. From the US Constitution Article IV § 4, the federal government is charged with protecting the states:

“To guarantee to every State in the Union a republican form of government; to protect each of them against invasion; and on application of the legislature, or of the executive (when the legislature cannot be convened), against domestic violence.”

Here, in recognition that self-defense is the reason society comes together to form a governing compact in the first place, the new government was charged with defense of its member republics and people from three threats. The first threat is from non-republican government; only republican forms can secure liberty. Republican forms of government are characterized by the rule of law, popular consent, and no monarchy or aristocracy. Madison wrote that “as long as the existing republican forms are continued by the states, they are guaranteed by the federal Constitution.” The only restriction is that they shall not exchange republican for anti-republican Constitutions.

The state has long provided driver’s licenses to all who simply claimed, without proof, that they were citizens of in the country legally. There were no checks made or documentation required.

Well, I guess if two years is "Has long provided." And the California DMV website warns that driver licenses issued to anyone who can't prove citizenship is not valid for identification. But facts shouldn't be a reason to interrupt another anti-California screed.

It was probably too difficult to do a simple review of the California DMV web page lists the documentation required for a California license.

Oh, to have an enforceable Federal requirement that only American citizens are allowed to vote in national elections, and states that cannot demonstrate compliance will not have their votes counted.

We need a 100% audit of California elections. Any illegals who votes should be locked up for five years, then deported with no legal chance to return. Ever. If they come back to California, lock them up for ten or more years. Election fraud is one of the most serious crimes imaginable.

This is blatant, in-your-face election fraud. Those responsible, the organized crime kings in high places, should be blatantly prosecuted and jailed for not just interfering in elections, but blatantly committing election fraud.

Yep, withdraw all military bases, funding, and money for military contractors, and put CA on notice as an enemy of America. If they want war, send in the military and arrest the organized crime gangs in charge—I suspect most of them are in Sacramento.

The article claims California is 46th in the percentage of eligible voters who are registered. However, a report by Judicial Watch last August found that 11 California counties have far more people registered than are eligible. AFAIK the CA Secretary of State has failed to respond to JW's letter requesting California clean up its voter rolls. Here's a link: CA Voter Registration Discrepancies

News??? They have been doing this for years! Many moons ago they passed the Motor Voter Law, automatically registering people to vote at the DMV. A little bit later they passed the Illegal Aliens ‘right’ to a driver’s license. Most of Billary’s winning margin came from Kalifornia. So when someone appears at the DMV, whether it is for a driver’s license, registration, or whatever, just what political party do you think they are registered under, hmmmmm??

How does California prevent a non-citizen from voting in a Presidential election?

You wrongly presume they would want to, since many communities allow illegals to vote in local elections already, and not just California.
