Mulvaney said that the bureau had enough money on hand to cover its anticipated $145 million in expenses for the quarter, which began Jan. 1, and that he plans to slash the bureau’s reserve fund.

At a Quality conference a director from some big city department gave a reengineering presentation. The city (and I don’t remember which) told him they were having budget problems and he’d have to cut his budget by (if I recall) half. He was really bitter about this. But then he gave his presentation. They had hired a reengineering firm and completely reengineered their processes. They eliminated a host of things that had been kept going long after the need for them had disappeared. (Why keep triplicate forms in warehouses for seven years when you can have the customer fill out a screen just once, with no storage costs?) When they were done they were getting rave reviews from their customers, the citizens, and they’d more than met their budget goals.

Then, you had to think back to the beginning of his presentation and remember just how angry he was about having to do all this. His objective was never to be efficient or get good customer reviews. It was about maximizing the amount of budget he had to spend.

If they just kept the booty extorted from working stiffs trying to make a living, instead of turning it over to lefty PACs, they might be able to support themselves.
