They have been doing it for a long time. Probably 60 years, at least.

Nixon’s EPA was justified. I remember the air and waterways before then. The Free Market was not cleaning them up on their own.
It was easy to support the EPA in the beginning, the pollution of waterways was terrible. Unfortunately once a bureaucracy is formed it tries to keep on expanding forever and ever even if the original reason for its existence ceases to exist. The air and water can never be clean enough to satisfy a bureaucrat.
