Recruit kids who can pass intelligence tests with high IQs as well as psychological tests that indicate their chances of being creative are fairly high. Then get them into OJT and weed out the non-performers during a probationary period. I don't disagree with that approach, but the legal environment around testing and probationary periods is difficult these days. Even in "at will" states, you'd be surprised how a test can be claimed to be "discriminatory".

Companies used to recruit kids, give them IQ and other tests, and place them accordingly. Then the supreme Court ruled that such tests were racially discriminatory. A company can be sued for using a test that results in “disparate impact”.

Keane hires college graduates and puts them through COBOL programming school. If they pass the test, they get hired. Once they start working, they dangle Java and .NET in front of them.
