During he campaign, The President said he would not forewarn the enemy what action the US was going to do. That might be a good idea in matters such as these. - Don’t telegraph you punches - is always a good strategy.
The simplest way to have Mexico pay for the wall is a high tax on remittances sent by immigrants (legal and illegal) to their families in Mexico. No negotiations required.
Most Freepers can envision how it will work.

I have come to believe that the wall must be build on the Mexican side of the border. We need to conquer a strip a mile or so deep on their side of the border. That annexed territory will be under military control and can be secured by the US Army not fettered by the posse comitatus laws

Start with a 25% tax on remittances to anywhere; allow non-Mexicans to file for a rebate of the tax.
Just start taxing tortillas.
