You have got that right. Trump is trying to force the other side to make a first offer. He has enough weasel words all over the place that he can make a proper counter, that they won't approve, and THEY can own the fact that they have NO AGENDA, have no reasonable plan, and will be responsible if they are unwilling to fund the government over DACA.

Trump is maximizing leverage, and showing that he is the reasonable adult in the room all at the same time.
