By the authority vested in me as President by the Constitution and the laws of the United States of America, including the National Security Act of 1947 (50 U.S.C. 3001 et seq.), as amended, I hereby order as follows:
Section 1. Requirement for Procedures. (a) The Director of National Intelligence shall, within 30 days of the date of this memorandum, issue and release publicly a policy requiring that each element of the Intelligence Community (IC) develop and maintain procedures for responding to requests from Federal, State, local, tribal, or territorial government officials for non-public identity information concerning known unconsenting United States persons that was originally omitted from disseminated intelligence reports.

Tightening up on the unmasking abuse of the Obama Administration - that is, using Intelligence capabilities to spy on Americans for political or other illegal or non-security purposes.
I agree, the legal language is difficult to comprehend, one must read some of the sentences several times and hope one doesnt stroke.
I did get understand it somewhat. Appreciate the comments that followed.

Knowing the Democrats, I am guessing that what it was about, was abusing their office to conduct wholesale spying on the Republican Party’s campaign with the Nation’s National Security capabilities - Watergate on steroids.
Why are no persons under indictment?

We will probably never know for sure what really went on in Intelligence Community circles. It is just my guess.
I have a feeling we will know. Either via public indictments or by ‘good guy’ leaks.
