There may be more to this though. After so many drove off with the nozzle still in the tank spilling gas all over the place, most or all the states that allow self serve have required updated systems that have break away hoses. There may be other modifications necessary for safe self service. Oregon likely has very outdated gas pump systems and would need to upgrade.
I always thought the Oregon law was to preserve jobs, not for safety.
Never heard of pumps left in tube.
Sure it’s happened, but never personally heard of it in 40 years so doubt it has been “so many” to be much issue.
