All govt agencies are run like the DMV.
The idea of Police solving crimes is built upon one simple thing.
The cops need to be smarter than the criminals they hunt.

I live and work in Chicago for more than 20 years. I view this news report as good thing. People outside Chicago do not know about those murders. Vast majority of them are gang related and concentrated certain part of neighborhoods. The victims are no less innocent than shooters. There is no justice missed or lost here. A lot of people in my city would privately prefer they kill each other off so we can save tax dollars from prosecuting, jailing and medicals. People here know a way around and form living habits of when to go where and live comfortably as long as those crime do not get spilled over.
Police save black lives.
Lesson? Don’t kill someone in a small town. Everyone knows everyone, and most cops spend their time passing out traffic tickets and would love to investigate a murder.
Chicago? They don’t care.

FReepers would be shocked to know how little crime is charged in their locales, even in what are considered “safe” cities and counties. In my town, considered tha safest city in the county, only 11% of property crimes (e.g., theft, burglary, fraud, vandalism) are charged, and less than half of violent crimes (e.g., assault, robbery, murder).
How many of the “police” are in on the child trafficking

and the narcotics brought in by Obama/Iran through

True. Avoid Englewood, Auburn Gresham, Austin and Lawndale and you will reduce your chance of death by many multiples.

Theyre not really trying all that hard to solve anything.
I have a lot of clients in the City. The Loop is no problem. Ill go there anytime of the day, though Im always armed. In the outlying neighborhoods it depends on where. But my default is to get in and out before 10:30 am.

Your attitude is precisely why I never, never visit Chicago. As a citizen of Wisconsin, I prefer to shop in neighborhoods where I know my way around. In fact, I rarely travel south of Brown Deer Road! We’ve got our own carjacking and gang shootings to contend with.

I cant imagine how big of a detective bureau a city would need to keep up with that homicide rate. Investigating homicides is extremely time consuming. CPD I’m sure is overwhelmed.
