On this one issue, I love Rick Perry’s idea more. Reset them ALL to zero, then resume whichever countries “earn” the aid, by their attitudes and actions in support of the USA.

Both Bushes helped destroy this country. They were barely better than Bill Clinton. Trump at one year is better than any president we have had since Reagan.
We mostly give aid to influence and further our own interests in a country or region.....occasionally humanitarian....
That was the original intent.....
If judiciously administrated and with proper oversight it can greatly influence trade and prevent regional conflicts.....saving both US Blood and Treasure....
Unfortunately, our political leaders of late (both Republican and Democrat) both improperly managed and used these programs for their own enrichment.
The entire program needs to be reviewed for true cost benefit analysis and dramatically scaled back in most areas but may need limited increase in others...

George Bush took extremely aggressive actions to secure Pakistan’s nuclear arsenal and to decouple Pakistan’s ISI from the Taliban, which was a proxy for Pakistan.

It sounds like post 9-11 you are describing, with George W. Bush in charge. I’m assuming his action in Pakistan took place following our invasion of Afghanistan, overthrowing the Taliban regime & bombing the Tora Bora mountains.
In other words, the Pakis knew we meant business, and complied. Hope Trump will achieve the same when he cuts them off without a dime, and strengthens our relationship with India.
Wonder if the evidence made the trip all the way from DC to Sacramento?
It is still unclear what type of services that Eric Holder is provide the State of California.
