Imagine their behavior a few weeks after the EBT system has imploded. Yes - I remember a few years ago when the EBT system went down in several states at once. It wasn't pretty.
There was also a run on WalMarts and other places in another EBT glitch where the takers realized their cards were not being charged - so they descended like fleas on a dog and were stuffing everything into shopping carts they could. That is until the glitch cause EBT to shut down, and they abandoned their loot and ran for the hills.

If I remember correctly that happened in Louisiana. The perpetrators then either had their cards cancelled or not reloaded too.
