I’m sure, but at what points do those returns drop so much they aren’t worthwhile? The Wal-Mart in my town had a justified police shooting within the last couple of years, and that is something that just doesn’t happen here; if these incidents lead to lawsuits Wal-Mart will be sued into oblivion. It was a worthwhile use of swampland that was probably contaminated from nearby dumps, and it was built away from populations, but it is still a law enforcement nightmare.
