I am looking at flying and I need to take luggage. They only accept carry on as part of their ticket. Bunch of cheapos.

I bought a bag that fit under the seat in front of me SPECIFICALLY because I was told it would count as a personal item.
The United Airlines ticket agent took it away from me and forced me to check it for an additional $25.
They are now dead last on my list.
