An increase to 1,807 workers from 1,501. An increase of 306 workers.

An increase of 306 federal workiers is not "A big reason for such a huge sum."

The real reason for the huge some is that for every federal employee there is a swamp creature or too making a bundle off of the privatization of government boodling.
