Kokomo, Indiana? (Odd that the report is from a Hartford, CT source). I don't know anything about Kokomo, Indiana, but can't a nine year old walk to the corner store and pick up a candy bar? If so, he should be able to hang out in a locked pick up truck. My wife is a lot more concerned about kids out and about, but sheesh!
