Hruska and FBI Director Wray have known each other for 45 years. Are very close friends.
But the connection of people with influence in the U.S. and the Turkish Government seems to draw some large salaries. Usually that is because of big problems.

The filings state that King & Spalding, where Wray worked until taking the FBI job, was hired “to prepare and present a proposal to the U.S. Department of Justice for cooperation between the governments of the United States and Turkey regarding the handling of a U.S. legal matter.” Maybe it's because we stubbornly refuse to enact sharia law...

This could be an attempt to cover Erdogan’s own butt, for his widespread public corruption, and his racket for personal profit from violating sanctions on Iran.
President Trump recently signed an Executive Order providing emergency powers to the Secretary of the Treasury to immediately freeze assets of those found profiting from public corruption, or engaging in human rights abuses. Anyone who gets added to the list can have their assets frozen without warning.
