My bet is that the Nunes report will be more damning than the DOJ’s internal OIG report, proving that the DOJ can’t be trusted to investigate itself. That would hopefully then lead to a special counsel with prosecutory powers to investigate the DOJ, or Sessions firing if he refused to appoint it.
The question is what is the best way to get the facts out and prosecute criminal behavior. The nation's experience with special counsels and independent prosecutors is not a good one. I can recite chapter and verse the history of such efforts. If we go that route, the guardrails on such an investigation must be clearly defined and written. And there may need to be some deadlines set so as not to drag these investigations on for years.
