The people in the list are non citizens, so I don't see the Constitution protecting those non citizens against such "powers". And I'm sure Obama would use such powers.

While there are many interesting aspects to this EO, the one that struck me pertained to individuals and groups intending to do economic damage to the United States. I’m sure I’m not the only one who has been quietly dreading an intentional, politically motivated economic collapse due to the election of Trump. Could be he’s just nipped that in the bud by freezing the assets of such individuals and groups.

Just as an aside and quite interesting....L/E has used the Hobbs Act to nail/jail some politicians that took bribes.

The Hobbs Act prohibits extortion that affects interstate or foreign commerce "in any way or degree." Section 1951 also proscribes conspiracy to commit extortion without reference to the conspiracy statute at 18 U.S.C. § 371.
