That's correct. Around the turn of the (20th) Century, gigantic dinners would be organized for the poor at arenas such as Madison Square Garden. Trestle tables would be setup on the floor, groaning with food. The well-to-do would purchase tickets (that went towards paying for the food) and sit up in the seats while the poor were brought in, several thousand at a time, to gorge themselves for about a half hour. Then they would be escorted out and a new batch brought in after the tables were cleared and additional food was brought in.
It was quite the spectacle. The "rich" would stand up and sing hymns and clap as the poor attacked their food with vigour. At the end of the night, the rich families would file out of the arena, beaming, feeling good about themselves. It was virtue signaling before virtue signaling was a term.
But there was misrule. Yes, misrule! Some of the youth (mostly newsboys), would holler for their mince pie and if that mince pie was not brought fast enough, they'd pelt the poor waitresses with knives and forks.

My dad was career military and worked in the medical field. He told me the abuse of the emergency room at one hospital where he was stationed once, was getting out of hand. People would just drop into the ER for routine care, like it was a clinic. Mainly the families of the GIs. GIs could go to sick call every morning if they had problems. But the family members needed to make appointments in the clinics like most people do.
To alleviate the pressure on the ER, they instituted a $1.00 fee for treatment in the ER for issues that were triaged as routine problems that a regular doctor's appointment would solve. Once the word made it around the base, the numbers of non-emergency visits to the ER dropped to almost nothing he said.
When people have to pay for something, they perceive it has worth and value.
When the same thing is offered for free, they perceive it as a "right" and it should be theirs. Riots ensue.

Though admittedly, my wife in the other room's first comment was ‘people complaining about their free shit?’ So I totally understand where the first impression came from.
It means no one swung a toy and impacted anyone, the gal used a knife instead!!!

I find it's a mentality more than income. There are plenty of lower-income people who manage to lead responsible lives. They might have strong family & communal structure, as well as involvement in the church. Their lives, even if they lack money, have purpose.
It's the underclass types -- the uneducated (or uneducable) and mentally ill -- who seem to create the toxic environment. They're used to living on the dole and just doing their own thing. They don't have to learn social or vocational skills in order to receive monetary rewards.
Which is why so many (if not all) SJW seem in this latter category. They basically want to do their own thing & have a non-judgmental governmental support them. They're basically a bunch of street kids, or heading in that direction. Which is why they seem so depressing.
The shower cap thing has existed for 50 years that I know of.

Some people in this country who complain about their lot in life, don't know the half of it.
They are better off than most of the "poor" in the rest of the world.
