If a new admin can nix a library full of extra-constitutional 'law', another can just as easily/quickly refill the same. On the other hand, if it no longer EXISTS... This, IMO, is why the "Penny Plan" or any back-loaded will NEVER work. Dept/agencies/'entitlements' and the like must be *IMMEDIATELY* killed, not tapered\wind-down\etc. (they'll never get to gone).
