For those who make so little money that they pay virtually no taxes, EICs are not a tax refund, they are a handout, i.e. welfare. Calling EICs an "income credit" was a clever ploy to disguise welfare as a tax cut. Rubio is either an idiot who can't see this, or, more likely, he knows what's going on and is just back to his old Gang of Eight Self.
