The problem with most 3ed world nations with crime is their courts are entirely made up of liberals who protect criminals. The solution is either to bypass the courts and kill the criminals directly (Duarte in the Philippines) or fire all the judges and appoint right-wing judges who hate criminals and let the police do their job.

Predictable but unfortunate. During times of chaos, governments try to centralize authority and power when precisely the opposite is the better option. Using military force to fight crime is like using a hammer to kill spiders. You may get the job done, but you will cause a hell of a lot of damage while doing it.

Mexico has very tough firearms laws, which the cartels ignore. Instead they should allow the citizenry to arm themselves. That step would make the cost of crime go up everywhere. Of course, that is a step they will not even consider.
