Could it be that old technology would fly under the radar.

It's possible. And they wouldn't be the first spies to use amateur radio frequencies.

And that old technology is now surprisingly high tech depending on the mode used etc. Amateur radio operators now can access remote transmitting antennas located in much more optimum locations. And Ham has gone digital etc...You're probably aware of all this but if not, fyi.
