He just doesn’t want to upset his “esteemed colleagues on the other side of the aisle.” I really think that’s what motivates him first and foremost: An obsolete and misplaced civility toward dems. I think his priority is to not upset anyone too much, not realizing that he is not dealing with reasonable statesmen, but rather liars, thieves, and frankly, outright traitors.
