Cops often give conflicting orders often at Level 10 intensity and at the top of their lungs.
My thought is, lay on the floor face down with hands extended wall above your head palms up and don’t move until you’re cuffed.

Agreed. This is why in training... the orders are semi-memorized in order to keep it simple and clear (thus safe). That being said, not all rookie schools/training are equal. Some are better and more professional. If this was this officer’s training.. it got someone killed who wasn’t armed (a pellet gun in his room).
If the cop orders you to stad up and you just lie there with your arms extended he will shoot you for disobeying orders. If you try to stand he will shoot you for making a threatening move. If he wants to shoot you he will shoot you.
