Lots of cheap land on the wind swept plains of Kansas etc. Set up double wides by the hundreds and put several agencies or departments there. Put the FBI headquarters in Detroit etc.
I wish there was a requirement that everyone working in DC had to live in DC or Maryland, so that Virginia could be a Red State once more. The swamp critters have swallowed Virginia like a python would a wild hog.
