Anybody state that wishes to do that is perfectly free to do so. There’s nothing in the constitution that permits the feds to impose it on them.

Do it by counties. Whoever wins the most counties in the state, wins the electoral votes for the state. Each State should be allowed 2 electoral votes to distribute as they see fit.
