I’ve lived in Tampa for 33 years. It’s been a gradual process. In 1996 my wife was rear-ended on a local street while stopped for a red light. By an Hispanic male wearing sun glasses driving 30 mph. I was there when the Sheriff’s deputy at the scene approached the driver of the other vehicle. Tampa has no-fault insurance laws. Sheriff’s deputy didn’t even bother to have the guy remove his sunglasses, so the deputy could see if his pupils were or were not dilated. Deputy just let the guy go, and gave us a form to fill out. In our family that is when law enforcement became selective. My wife has had physical problems with her knee ever since that accident. All the other driver said to us in broken English was “I sorry”.
