Yes. That's the way it used to be ... and still is for most Americans, including Patriot Michael Flynn.
But to hear DiFi this weekend, it would seem the meaning is being changed to mean ... their "Russia collusion" fraud scheme fell apart with Flynn's statement of facts.

“I don’t recall” doesn’t work if they can prove she does know. It’s called impeaching the witness.
Of course that is predicated on actually wanting to get to the truth.
It’s amazing she has been able to write so many books, her memory is so sketchy.
